The proclamation orders the suspension of F and J visa issuance to students and researchers from China who have received support from and/or have been employed or affiliated with certain institutions and entities identified with China's "military-civil fusion strategy." The proclamation, at the time of issuance, will not generally apply to undergraduate students or to graduate students and researchers not associated with the military-civil fusion strategy. This proclamation went into effect on June 1, 2020.
